Issue

check_plugin_dir.inc,have_expect.inc,have_grep.inc
have_grep.inc,have_util_nc.inc, mysql-test/include/have_util_sed.inc
and have_util_unzip.inc have cleanup/reintialization code that is
skipped in particular cases

Fix
======
Moved the cleanup code up so that clean up/reinitialization is done
before skipping
