Fix: The fix includes
    1. Removal of have_query_cache.inc from all MTR tests as this variable can no longer be compiled out.
    2. Inclusion of opt files for passing mysqld server variables for few tests to eliminate dependency on inc files.
    3. Updated the comment section for tests using have_QC_disabled.inc and have_query_disabled.inc
