The patch adds an option --no-monitor on windows that prevents mysqld being under control of a inbuilt monitor process which is required for RESTART functionality. The effect of --gdb option is retained for backward compatible purpose. In addition, the RESTART fails with the error message if mysqld is started with --gdb or --no-monitor on windows
