Manual cleanup of cmake code:

Consolidate argument names for MYSQL_ADD_COMPONENT() and MYSQL_ADD_PLUGIN():
use MODULE_ONLY and TEST_ONLY for both of them.

Cosmetics, indentation, sorting of lists.
