Bug#31123564 - DEB & RPM: MOVE CLIENT PLUGINS TO CLIENT SUB PACKAGE

The original intention was to *not* install debug versions of client plugins.
They are however needed for testing purposes, so install them as COMPONENT Test,
rather than component Client.

Move authentication_ldap_sasl_client.so plugin from server to client sub package.

Revert "Revert "Merge branch 'mysql-8.0' into mysql-trunk""
