WHEN GR IS RUNNING

Added a new plugin variable flag PLUGIN_VAR_NODEFAULT that, when set,
will install a check handler disabling SET DEFAULT for the plugin
variable it is set. The flag is off by default.
Added a test case too. And bumped the plugin API's minor.
Made the x plugin test less unstable.
