Do not INSTALL, remove from RPM spec files:
mysql_system_tables.sql
mysql_system_users.sql
mysql_system_tables_data.sql
fill_help_tables.sql
mysql_sys_schema.sql

All of these are currently handled at build time.

Also: don't load mysql_system_tables.sql into MTR bootstrap file.
