Problem :  mtr depends on deployment script
           mysql_system_tables_data.sql and
           changes to default root account
           setup causes multiple test failures.

Solution : Dependency is broken by introducing
           a new file, mtr_system_tables_data.sql,
           which contains the additional root
           accounts for testing purposes.
