Description:

    Set Numa Mempolicy for optimum mysqld performance added
    libnuma.so as build prerequisite on Linux.

    To build with support for this feature numactl devel files are required.

    Fix:

     Added numactl-devel as build pre-requisite for OL/RHEL/Fedora/docker
     and libnuma-devel for SLES in the spec file.
