IS SOMETIMES NOT POPULATED BY THE EXPECTED TIME

The value of INNODB_BUFFER_POOL_DUMP_STATUS could have been left to
'buffer pool dump completed' from previous runs of tests on the same
mysqld instance. Add an .opt file to ask MTR for mysqld restart
before the test is run (thanks, davi!)
