Remove the ndbrequire in execDEFINE_BACKUP_REQ which assumes that the
data node sending it and itself are the same always.
Also make necessary changes to handle DEFINE_BACKUP_REQ arriving from
data nodes which don't support sending node bitmasks in the signal section.
