Bug #20106601: UNICODE "UTF8_5624_1" COLLATION ORDER BY BUG

Collations (e.g. utf8_5624_1) defined in mysql-test/std_data/Index.xml are
for test only. They should not be used by user.

Fix:
Add comments in mysql-test/std_data/Index.xml to mention the use of these
collations.
