on all platforms
(until now, we did so only on Windows, used the shell
variant on Unix).

So this change uses "mysql_secure_installation.pl.in"
to create (installed) "mysql_secure_installation",
the result file name is left unchanged.

"mysql_secure_installation.sh" becomes unused,
cleanup (removal) is left to a later change.
